Mr. Assistant Dean of the College for Administrative and Financial Affairs
The duties of the Assistant Dean for Scientific Affairs represent one of the key pillars upon which the College of Agriculture is based. This position serves as the central link responsible for overseeing conferences, seminars, workshops, and other scientific activities within the college. In addition, it supervises the affairs of undergraduate and postgraduate students, ensuring their discipline throughout their academic journey and after graduation.
The responsibilities of the Office of the Assistant Dean for Scientific Affairs also include responding to incoming correspondence, monitoring student attendance and absences, ensuring adherence to the college uniform, reviewing the minutes of student disciplinary committees, coordinating the preparation of examination schedules in collaboration with academic departments, and ensuring the implementation of regulations and guidelines issued by the Ministry of Higher Education and Scientific Research, as well as the directives of the Presidency of Tikrit University.

Duties and powers of the Assistant Dean for Academic Affairs:
First: Administrative Authorities

Assigning and coordinating the work of employees and technicians across all units of the college in accordance with the requirements of the institution and distributing tasks among departments to serve the college’s interests and needs.

Issuing orders of appointment, assignment, retirement, and resignation.

Approving the granting of regular leave for technicians, administrators, and contracted employees of the college, both inside and outside Iraq.

Approving the promotion of college staff members, including technicians and administrators.

Approving the assignment of college staff and employees to perform additional university work.

Approving medical reports issued inside or outside Iraq for all college staff, provided they comply with the regulations of the Sick Leave Law No. (76) of 1959 and its amendments.

Implementing necessary transfers within the college’s administrative staff, in line with public interest requirements, and in coordination with the college dean and heads of academic departments.

Signing orders related to granting regular leaves, summer vacations, and legally prescribed bonuses for college staff members upon retirement.

Signing annual increment and promotion forms for administrative and technical staff.

Granting maternity and childbirth leave to all female employees of the college in accordance with applicable laws and regulations.
Second: Financial Authorities

Approving project statements and extensions in accordance with specialized committees and the General Conditions of Contracts, as well as applicable laws and regulations.

Exercising authority to distribute necessary financial allocations among academic departments in coordination with department heads.

Approving the granting of professional, engineering, hazard, infection, and other allowances in accordance with laws, regulations, and instructions.

Recommending the referral of staff members to investigation under the Civil Servants Discipline Law.

Proposing dismissal decisions for students exceeding the allowed absence percentage, in line with applicable regulations, subject to College Council approval.

Approving and authorizing the disbursement of travel advances for academic, technical, and administrative staff of the college within Iraq, for appropriate durations to accomplish assigned tasks.

Issuing administrative orders for warnings or failure of students due to absences, negligence, or violation of regulations and instructions.

Issuing administrative orders for lectures to be delivered by staff or external lecturers (in coordination with the College Dean), opening and auditing relevant records or forms according to administrative orders, and following up on their disbursement by the department secretary in coordination with the college’s financial department.
